Kathy Chao Rothberg
Kathy Chao Rothberg was appointed CEO in 2018. She served as Executive Director from 2006 to 2018. Starting at the age of 10 years, Ms. Chao Rothberg began volunteering at Lao Family. Today Lao Family Community Development, Inc. (LFCD) is a national award-winning non-profit community development agency with its HQ in East Oakland with an operating budget of $34M, over 140 FTE staff, with 17 locations in 4 counties. Under Ms. Chao Rothberg's leadership, LFCD has earned multiple accreditations since 2021 through the Commission on Accreditation of Rehabilitation Facilities (CARF) - the gold standard in recognizing quality non-profit employment and human service and credential from the CA Dept of Managed Healthcare as a CALAIM medical health service entity.
Ms. Rothberg has extensive knowledge of resource development, program operations, the public sector budgeting and policy process, affordable housing, mixed-use real estate, and community economic development. She is responsible for the day-to-day operation, administration and personnel, compliance, asset and real estate development, community and government relationships, and long-term sustainability of LFCD. She has in-depth knowledge of non-profit management, youth, and adult workforce programs such as WIOA, CalWORKs, Refugee employment, DOR, Reentry and homeless support program services, CDSS, HUD, Fed ACFS, SAMSHA evidenced based models that serve adults with mental and behavior health conditions, and many other federal health and employment programs, financial education-asset development, and senior/family support services.
She graduated from UC Berkeley with a BA in Inter-disciplinary Fields Study with a concentration in Urban Planning and Economic Development, attended Golden Gate University’s Executive MBA Program in San Francisco from 2004-2005, and graduated from the Sierra Health Foundation-USC Health Leadership Fellowship Program in 2010. She is multi-lingual in Mien and French. Ms. Rothberg served in the real estate divisions of two major affordable housing corporations in Oakland and San Jose for over a decade. She was elected and served from 2012 to 2016 on the San Pablo City Council. Serving as Vice Mayor and Mayor in 2014 and 2015. She also sits on or has served on the following boards and committees:
